Overview
The OSHA and CSDA Alliance is providing CSDA members, and sawing and drilling
operators, with information, guidance and access to training resources that will
help them protect employees' health and safety. Through the Alliance, the
organizations are addressing issues such as electrical safety, hearing
protection, and ladder and scaffold safety.

Outreach and Communication
- Work with OSHA to provide expertise in developing information on the
recognition and prevention of workplace hazards, and to provide expertise in
developing ways of communicating such information (e.g., print and electronic
media, electronic assistance tools and OSHA’s and the CSDA’s Web sites) to
employers and employees in the construction industry.
Products
CSDA Best Practices for Sawing and Drilling Operations: Defensive Driving Fact
Sheet
Through the OSHA and CSDA Alliance, CSDA developed a fact sheet "Defensive
Driving." It addresses best practices for defensive driving of motor vehicles.
The fact sheet was completed and posted on the CSDA Web site in January 2009. A
link to the fact sheet was added to the OSHA and CSDA Alliance Web page and
Alliance Program Participant Developed Products Web page on the OSHA Web site.
OSHA and CSDA Alliance Web page
OSHA is continuing to update the OSHA and CSDA Alliance Web page that is posted
on the OSHA Web site. The Web page includes links to the OSHA and CSDA Alliance
agreements, news releases, activities and events, milestones and successes, and
resources developed by CSDA through the OSHA and CSDA Alliance such as the CSDA
Best Practices for Sawing and Drilling Operations: Defensive Driving fact sheet.
CSDA Web site
CSDA is continuing to update its CSDA and OSHA Alliance Web page on the CSDA Web
site. The Web page includes links to information on OSHA’s Web site, such as the
OSHA and CSDA Alliance Web page, the OSHA On-site Consultation Program home
page, OSHA fact sheets in Spanish, OSHA Safety and Health Topics pages and the
Alliance Program Construction Roundtable’s Design for Construction Safety Web
site. In addition, the CSDA Web site hosts resources developed by CSDA through
the OSHA and CSDA Alliance, such as the CSDA Best Practices for Sawing and
Drilling Operations: Reducing Silica Exposure fact sheet.
Publications and Newsletters
Information on the activities of the OSHA and CSDA Alliance has appeared in a
number of print and online publications, including: Concrete Openings, OSHA Up
To Date, and the Alliance Quarterly Review. For more information on the

World of Concrete Conference and Trade Show 2009, February 2-6, 2009, Las Vegas
Convention Center, Las Vegas, Nevada
Rob Swick and representatives from the Nevada On-site Consultation Program
staffed an Alliance Program exhibit booth during the World of Concrete
Conference and Trade show, February 2-6, 2009, in Las Vegas, Nevada. In
addition, OSHA provided compliance assistance and Alliance Program publications,
including the OSHA and CSDA Alliance Activities Summary, which were distributed
to event attendees. Additionally, on February 2, 2009, Danezza Quintero gave a
workshop entitled "Concrete Safety, Standards, Citations and Best Practices" to
35 concrete industry executives and safety and health professionals.
1st Annual International Concrete Polishing and Staining Conference, September
4-7 2008, Atlanta, Georgia
Dave Zwolak, then-Director, Office of Construction Services, Directorate of
Construction, USDOL-OSHA, gave a presentation entitled "OSHA Construction
Update" to 45 concrete polishing and staining safety professionals and
executives at the 1st Annual International Concrete Polishing and Staining
Conference on September 5, 2008, in Atlanta, Georgia.
- Share information among OSHA personnel and industry safety and health
professionals regarding CSDA’s best practices or effective approaches and
publicize results through outreach by CSDA and through OSHA- or CSDA-developed
materials, training programs, workshops, seminars, and lectures (or any other
applicable forum).
Products
CSDA/OSHA Alliance Focus on Defensive Driving News Article
CSDA developed and released a news article "CSDA/OSHA Alliance Focus on
Defensive Driving" in January 2009. The article describes how, through the OSHA
and CSDA Alliance, CSDA developed a Defensive Driving fact sheet. The fact sheet
addresses best practices for defensive driving of motor vehicles. The article
also describes how OSHA and CSDA will work together to promote safety at the
2009 World of Concrete in Las Vegas and lists several other projects that they
are working on. A link to the news article was added to the OSHA and CSDA
Alliance Web page on the OSHA Web site. The article was picked up by other news
organizations including the Associated Construction Publications.
- Promote and encourage CSDA members’ or worksites’ participation in OSHA’s
cooperative programs such as compliance assistance, the Voluntary Protection
Programs, and the On-site Consultation Program and its Safety and Health
Achievement Recognition Program.
OSHA Challenge Program - A Challenge to Excellence
CSDA issued a news release that announces the publication of the Department of
Labor-developed article "A Challenge to Excellence," which CSDA posted on its
Web site. The news release provides information about the article and includes a
link to it. The article describes how OSHA Challenge allows businesses and other
organizations to implement safety and health management systems at their own
pace and received recognition from OSHA for their accomplishments.
Promoting the National Dialogue on Workplace Safety and Health
- Convene or participate in forums, roundtable discussions, or stakeholder
meetings on construction-related issues to help forge innovative solutions in
the workplace or to provide input on safety and health issues.
OSHA Alliance Program Construction Roundtable Joint Fall Protection and Design
for Safety Workgroup, April 22, 2008, Washington, D.C
CSDA is continuing to participate in the Design for Safety and Fall Protection
Workgroups that were created at the Alliance Program's Construction Roundtable
on July 8, 2004. On April 22, 2008 Doug Walker, President, CSDA, joined more
than 12 other construction-related Alliance Program participants to discuss fall
protection and design for safety issues at the Joint Fall Protection and Design
for Safety Workgroup in Washington, D.C. During the meeting, the group discussed
a number of initiatives, including enhancing the fall protection slide
presentation with a design for safety component and information on residential
falls. The group also began working on an outline for a new "Design for Fall
Prevention and Protection" slide presentation that focuses on the top 10 types
of falls. In addition, the group discussed a potential national awareness
outreach campaign focusing on fatalities in the construction industry targeted
to the public, employees, general contractors with a special emphasis on
business owners and designers.
OSHA Alliance Program Construction Roundtable Joint Fall Protection and Design
for Safety Workgroup, September 18, 2008, Washington, D.C
On September 18, 2008, Thomas Stowell and Doug Walker joined more than 13 other
construction-related Alliance Program participants at the Joint Fall Protection
and Design for Safety Workgroup meeting. During the meeting, the group discussed
common construction-related interests and further refined the project ideas
developed at the April 22, 2008 meeting. The group also reviewed and provided
feedback on the draft "Prevention of Fall Fatalities and Injuries in
Construction" slide presentation, received an update on the National Institute
for Occupational Safety and Health's Prevention Through Design initiative, and
discussed a White Paper on a proposed national public awareness outreach
campaign focusing on fatalities in the construction industry. In addition, the
group formed two new subgroups. The first subgroup, which CSDA has volunteered
to participate on, will focus on strains/sprains and material handling. The
second subgroup will develop case studies and success stories related to design
for safety and falls in construction industry.
2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008
CSDA joined with more than 50 other Alliance Program participants to support
2008 NAOSH Week. NAOSH Week, sponsored by the American Society of Safety
Engineers, an Alliance Program participant, focuses on increasing the
understanding of the positive benefits of investing in occupational safety,
health and environmental programs among employers, employees and the public;
raising awareness of the role and contribution of safety, health and
environmental professionals; and reducing workplace injuries and illness by
encouraging new safety and health activities at all companies and organizations.
The theme for the 2008 NAOSH Week was "Safety is Good Business." In support of
NAOSH Week, CSDA posted information about the Week on the CSDA Web site.
National Work Zone Awareness Week (NWZAW), April 7-11, 2008
The OSHA and CSDA Alliance supported and promoted National Work Zone Awareness
Week, April 7-11, 2008. The event, sponsored by the Federal Highway
Administration (FHWA), the American Association of State Highway and
Transportation Officials (AASHTO), and the American Traffic Safety Services
Association (ATSSA), brought national attention to motorist and worker safety
and mobility issues in work zones. The theme for the 2008 event was "Slow for
the Cone Zone." The OSHA and CSDA Alliance Web page on OSHA's Web site links to
FHWA's NWZAW Web page on the Department of Transportation Web site.
OSHA and Roadway Work Zone Safety and Health Partners Alliance
Representatives from CSDA are participating in the OSHA and Roadway Work Zone
Safety and Health Partners Alliance implementation team meetings. The
signatories of the in OSHA and Roadway Work Zone Safety and Health Partners
Alliance are:
- American Road and Transportation Builders Association (ARTBA)
- Associated General Contractors of America (AGC)
- International Union of Operating Engineers (IUOE)
- Laborers' International Union of North America (LIUNA)
- National Asphalt Pavement Association (NAPA)
- National Institute for Occupational Safety and Health (NIOSH)
CSDA is working with these organizations to share roadway work zone-related
safety and health materials that would be a good resource to CSDA’s members,
such as the Roadway Work Zone Awareness Training Program.
- Executive Summary
Through the Alliance Program, OSHA and CSDA continue to work together to address
safety and health issues in the sawing and drilling operators industry. To meet
the goals of the Alliance agreement, OSHA and CSDA worked together on several
projects. For example, through the Alliance, CSDA implementation team developed
a CSDA Best Practices for Sawing and Drilling Operations: Defensive Driving fact
sheet. The fact sheet addresses best practices for defensive driving of motor
vehicles. It was completed and posted on the CSDA Web site in January 2009 and
is linked to from the OSHA and CSDA Alliance Web page and Alliance Program
Participant Developed Products Web on the OSHA Web site.
In addition, OSHA and CSDA representatives are sharing their expertise through
participation on OSHA’s electronic assistance tools’ editorial boards, Alliance
Program Construction Roundtable, events, and speaking and exhibiting
opportunities. For example:
- CSDA representatives are serving on the editorial board for the OSHA
Concrete and Concrete Products- Manufacturing and Construction Safety and
Health Topics page.
- Rob Swick and the Nevada On-site Consultation Program staffed an Alliance

OSHA’s compliance assistance resources through articles the association
publishes in its monthly magazine, Concrete Openings and the CSDA and OSHA Web
page on its Web site.

- Upcoming Milestones
The OSHA and CSDA Alliance Implementation Team has discussed a number of
activities that will be undertaken in the upcoming year. For example, CSDA will
work with OSHA to develop Spanish versions of the three CSDA Best Practices fact
sheets previously finalized in English through the Alliance. Moreover, CSDA will
draft a CSDA Best Practices Electrical Safety fact sheet. The fact sheet will
address electrical hazards and be posted on the CSDA Web site.
CSDA representatives will also continue to provide their expertise to OSHA by
serving on the OSHA Concrete and Concrete Products – Manufacturing and
Construction Safety and Health Topics page’s editorial board, by participating
in the Alliance Program Construction Roundtable and OSHA and Roadway Work Zone
Safety and Health Partners Alliance implementation team meetings.
Furthermore, CSDA will work with other Alliance Program participants in
supporting 2009 National Work Zone Awareness Week, April 6-10, 2009; and 2009
NAOSH Week that will be held May 3-9, 2009. Also, the association will invite
OSHA representatives to exhibit and speak at the World of Concrete 2010
Conference and Trade Show, February 1-5, 2010, in Las Vegas, Nevada.
Finally, the organization will continue to promote OSHA compliance assistance
materials and the OSHA and CSDA Alliance through its Web site and articles in
Concrete Openings and its newsletter, CSDA News.
