On July 28, 2004, OSHA and the Modular Building Institute (MBI) formed an Alliance to provide MBI
members and others in the commercial modular building industry, especially small businesses, with
information, guidance, and access to training resources to help them protect employees' health and
safety, particularly in reducing and preventing exposure to material handling, fall protection and
trenching and excavation hazards. Through the Alliance, OSHA and MBI worked together to develop an
OSHA 10-Hour Construction Outreach Training Program focusing on modular building installation and
providing information on OSHA's cooperative programs and compliance assistance resources through
exhibits and presentations.
OSHA and MBI agreed to conclude the Alliance as of July 28, 2006. A number of successes resulted
from OSHA and MBI working together to meet the Alliance's goals, including:
- MBI developed and posted a safety page on the association's Web site. The page contains links to
OSHA's Alliance Program, and Compliance Assistance and Compliance Assistance for Hispanic Workers
and Employers Web pages.
- Representatives from the association worked with OSHA to develop the OSHA 10-Hour Construction
Outreach Training program for the modular building industry focusing on installation.
- On January 27-28, 2005, Michael Buchet, Senior Occupational Safety and Health Specialist, Office
of Construction Services (OCS); Ginger Henry, then Occupational Safety and Health Specialist, OCS;
and Danezza Quintero, Occupational Safety and Health Specialist, OCS, provided an OSHA 10-Hour
Construction Outreach Training course at MBI's member, Williams Scotsman, Inc. facility in Harmans, MD.
- On September 22, 2005, Lee Anne Jillings, Director, Office of Outreach Services and Alliances
(OOSA), USDOL-OSHA, and Tom Hardiman, Executive Director, MBI spoke about training products
developed through the Alliance Program with other Construction-related Alliances in a workshop
entitled, "Construction Related Safety and Health Training," during the 2005 National Safety
Congress and Expo in Orlando, Florida.
- Joseph Roesler, Compliance Assistance Specialist, Region IV, Jacksonville, Florida Area Office,
USDOL-OSHA staffed an Alliance Program exhibit at the MBI 24th Annual Conference, March 14-16, 2006
in Ponte Verda Beach, Florida.
- On June 22, 2006, Lee Anne Jillings, Director, OOSA, USDOL-OSHA gave a presentation on the
Alliance Program and the activities of the OSHA and MBI Alliance during the 2006 Government and
Military Construction Conference in Arlington, Virginia.
