Overview
The OSHA and NASR/SAAMI Alliance is developing information and guidance for member and non-member
shooting ranges to help them enhance their employee safety programs, including methods and
procedures to minimize airborne pollutants and noise exposure in the work environment. The
organizations are providing information and guidance to shooting range operators and developers in
the control of hazards and prevention of exposure to lead and noise in their facilities.

In addition to these formal meetings, the Alliance coordinators from both
groups maintained regular contact throughout the reporting period to monitor the Alliance's progress
and results.

Training and Education Goal
- Jointly develop and deliver a seminar on airborne lead (and other potential topics) for shooting
range operators and developers, to be delivered in conjunction with state associations' annual
meetings.
Products
Lead Management and OSHA Compliance for Indoor Shooting Ranges
The OSHA and NASR/SAAMI Alliance Implementation Team developed and published the manual, "Lead
Management and OSHA Compliance for Indoor Shooting Ranges," in September 2005. The team members are
using the manual to develop seminar curriculum that will be used to train indoor shooting range
owners and operators about the hazards and management of lead. The first training seminar is being
planned for the 2007 SHOT Show in Orlando, Florida.
Outreach and Communication Goals
- Seek opportunities to jointly develop and disseminate information and guidance at conferences and
through print and electronic media.

The OSHA and NASR/SAAMI Alliance Web page on OSHA's Web site includes links to the Alliance
agreement and related documents, activities and events, and milestones and successes. During the
reporting period information about speeches and exhibits was added to the Web page.
Print and Electronic Media
SHOT Daily
The article, "NASR/SAAMI and OSHA Alliance," appeared in the 2006, SHOT Daily,
which was written by Rick Patterson, NASR, Executive Director, and included information on the
OSHA-NASR Alliance.
The Range Report
The article, "Alliance Promotes Safe Working Conditions at Shooting Ranges," was published in the
Summer 2006 edition of the National Shooting Sports Foundation (NSSF) publication, The
Range Report. The article featured information on the OSHA and NASR/SAAMI Alliance
Hearing Protection & the Shooting Sports
Representatives from OHSA, NASR/SAAMI, NIOSH and NHCA are developing a brochure on noise hazards and
hearing conservation. The brochure provides information to shooters and range operators so that they
will understand the potential hazards from sound generated by firearms and the actions they can take
to protect their hearing. The final draft of "Hearing Protection & the Shooting Sports" was
completed in late July 2006. NASR/SAAMI expects the brochure to be published and posted on NASR's
Web site in October/November 2006. In addition, a link to the brochure will be added to the OSHA and
NASR/SAAMI Alliance Web page on OSHA's Web site.
Events
2006 National Shooting Sports Foundation's, Shooting, Hunting, and Outdoor Trade Show (SHOT Show),
February 9-12, 2006, Las Vegas, Nevada
Representatives from Nevada-OSHA and Nevada Safety and Consultation Training Section (SCATS)
exhibited during the 2006 National Shooting Sports Foundation's, Shooting, Hunting, and Outdoor
Trade Show (SHOT Show), February 9-12, 2006, in Las Vegas, Nevada. OSHA representatives distributed
the OSHA and NASR/SAAMI Alliance-developed manual, "Lead Management and OSHA Compliance for Indoor
Shooting Range" and other OSHA safety and health publications to the event's attendees.
- Promote and encourage NASR members' participation in OSHA's cooperative programs such as
compliance assistance, the Voluntary Protection Program, Consultation, and mentoring among NASR
members.
The OSHA and NASR-SAAMI Alliance Implementation Team has not started work on programs or projects to
address this goal.
- Executive summary
During the reporting period, the OSHA and NASR/SAAMI implementation team members, along with
representatives from NIOSH and NHCA developed a draft brochure on hearing conservation and noise
hazards, "Hearing Protection and the Shooting Sports" the brochure supports the Alliances outreach
and communication goal and is intended to provide safety and health information to shooters and
range operators so that they will understand the potential hazards from sound generated by firearms
and the actions they can take to protect their hearing. The brochure is expected to be published and
posted on NASR's Web site in October or November 2006. In addition, in support of the Alliances
training and education goal, members of the OSHA and NASR/SAAMI implementation team are developing
curriculum on lead hazards and management based on the information in the "Lead Management and OSHA
Compliance for Indoor Shooting Ranges," manual for a training seminar. The seminar will be presented
at the 2007 SHOT Show in Orlando, Florida.
Through the OSHA and NASR/SAAMI Alliance, OSHA representatives exhibited at the 2006 SHOT Show,
February 9-12, 2006, held in Las Vegas, Nevada. The venue is the largest showcase of firearms,
hunting and outdoor products with over 30,000 attendees. During the show, OSHA representatives from
Nevada OSHA and Nevada SCATS shared the Alliance developed manual, "Lead Management and OSHA
Compliance for Indoor Shooting Range" and information on OSHA's cooperative programs particularly,
the Alliance and On-site Consultation Programs with the event's attendees. The OSHA and NASR/SAAMI
Alliance Web page on OSHA's Web site also features links to the Alliance agreement, the renewal
agreements, related documents, activities and events, and milestones and successes. In addition, the
OSHA and NASR/SAAMI Alliance was featured in NASR's publications; SHOT Daily and The Range Report.

IV. Upcoming Milestones
In 2007, OSHA and NASR/SAAMI will renew the Alliance agreement and continue to focus on providing
information and guidance for member and non-member shooting ranges to help them enhance their
employee safety programs, including methods and procedures to minimize airborne pollutants and noise
exposure in the work environment. For example, the Alliance will provide resources for the public on
airborne pollutants and noise exposure through the OSHA and NASR/SAAMI Alliance Web page on OSHA's
Web site. In addition, NASR is developing an Alliance Program Web page on the organization's Web
site.
The Alliance Implementation Team will also work with other Alliance Program participants on projects
related to occupational safety and health issues. For example, NASR representatives will participate
in the Alliance Program Roundtable's, "Promoting the Globally Harmonized System for the
Classification and Labeling of Chemicals," work group meeting, which will be held in October 2006.
In addition, NASR is planning to support and promote 2007 North American Occupational Safety and
Health (NAOSH) Week, which will be May 6-12, 2007, with the week's sponsor and another Alliance
Program participant, American Society of Safety Engineers (ASSE), and numerous other Alliance
Program participants.
Through the Alliance, NASR is also providing the Alliance an exhibit booth at the 2007 SHOT Show,
January 11-14, 2007 in Orlando, Florida. OSHA representatives from Region IV have been invited to
staff the booth and to participate in the training seminar, "How to Manage Lead Indoors."
Finally, NASR will publish and post the brochure, "Hearing Protection & the Shooting Sports" on the
organizations Web site and OSHA will link to the brochure from the OSHA and NASR/SAAMI Alliance Web
page.
