Alliance Background Date Signed: Originally signed on June 26, 2003 Renewed on July 14, 2005 Overview The Occupational Safety and Health Administration (OSHA) and the Northeast Florida Safety Council (NEFSC) formed the NEFSC Alliance to provide the Northeast Florida Safety Council members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety focusing on work zone traffic safety and controls. This Alliance will also serve to educate Florida employers about the value-added to business by voluntarily implementing an effective safety and health management system. Implementation Team Members The implementation team consisted of representatives from the Northeast Florida Safety Council and the OSHA Area Office in Jacksonville, Florida. Implementation Team Meetings: September 22, 2008 January 21, 2009 April 22, 2009 Events and Products Training and Education Events The Safety Council trained 60 supervisors on Work Zone Safety through training programs that they developed. Recordkeeping and Safety and Health Program training was given on the following dates:   November 4, 2008 May 14, 2009 Nine OSHA 10-hour construction courses were held with 62 employees completing the classes. The Construction Safety training course includes Work Zone Safety hazard awareness. The Northeast Florida Safety Council held 29 NCCER (National Center for Construction Education Research) classes titled, "Construction Site Safety Orientation", for 578 students. Work Zone Safety hazard awareness is part of the training. Completed three Competent Person - Scaffolding classes with 24 students participating. Completed five Competent Person - Trenching and Excavating classes with 37 students participating. Completed ten OSHA 30-Hour Construction and General Industry Classes with 33 participants. Completed two OSHA 10-Hour Standards Compliance for Maritime with 13 students participating. Completed seven OSHA 10-Hour Standards Compliance for General Industry with 33 students participating. Attended two "SHADCO" (the Sheriff’s Advisory Council) safety fairs at the Regency and Avenues Malls in Jacksonville, and staffed a booth to provide information on the council, Work Zone Safety, and OSHA. Thirteen Supervisor Leadership Development Classes with a concentration on safety were held with 187 students completing the classes. Products None Outreach and Communications Events The "Penalty Box" section of the Council newsletter was published in every monthly issue, and it contained recent violations and penalties that were issued by the Jacksonville OSHA office. The Jacksonville OSHA office will be helping the Northeast Florida Safety Council by submitting safety-related articles and OSHA news for their newsletter. The main focus of these articles would be awareness for employees to wear their seatbelts when driving for their employers, and other timely topics. The Jacksonville OSHA office will continue to provide to the Council on a monthly basis copies of citations that were issued to employers with worksites in the Council’s coverage area. This information will eventually be published in their newsletter in the "Penalty Box" section. Applied for Course Approval to the State of Florida Department of Business and Professional Regulation Asbestos Licensing Unit for Asbestos Worker Refresher, Asbestos Project Management & Supervision Refresher, Asbestos Survey & Mechanical Inspector Refresher, and Asbestos Abatement Management Planner Refresher classes. Offered new course "Incident Commander" for training as specified in 29 CFR 1910.120(q). Scheduled a "Combustible Dust Safety Training - Preventing and Mitigating Combustible Dust Fires and Explosions" class presented in conjunction with Georgia Tech Research Institute.
