    3. Overview

      OSHA, TekSolv, Southwestern Illinois Building Trades, and the Council of Owners and Construction Associates established a collaborative relationship known as the American Allied Safety Council (AASC). The AASC is administered through TekSolv which facilitates occupational health, training, and safety services to COCA Owner/User and Construction Associate/Contractor membership – which; in turn, employ skilled trades through the Southwestern Illinois Building & Construction Trades Council. The AASC provides the following benefits:

      • Quality and consistent training resulting in a safer regional workforce.
      • Meets various recordkeeping requirements for contractors and is fully auditable and accessible to stakeholders.
      • Creates a "regionally qualified worker" by eliminating repetitive training and other pre-entry requirements.
      • Cost effective training for contractors which translate to cost savings for facility owners.
      • Contractor onboarding process which is streamlined resulting in "badge ready" and "tool ready" workforce.

      The AASC program represented through the Southwestern Illinois Building & Construction Trades Council includes the following collective bargaining units:

      • International Association of Heat and Frost Insulators and Asbestos Workers
      • International Brotherhood of Boilermakers
      • International Union of Bricklayers and Allied Craftworkers
      • United Brotherhood of Carpenters
      • International Glaziers
      • International Brotherhood of Electrical Workers

      COCA Construction Associate/Contractor members include various construction companies, design and engineering firms, equipment and materials suppliers, and firms which provide other services necessary to insure safe and well-managed construction projects in the Owner/Users COCA facilities. These sites are represented by the major industrial and utility firms located in southwestern Illinois who procure significant construction and maintenance services.

      • In addition to these formal meetings, the Alliance coordinators from each group maintained regular contact and correspondence throughout the reporting period to monitor the Alliance's progress and results.

  3. Results

    The following table summarizes the Alliance's activities in support of the goals in the Alliance agreement.

    Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives. Goal - To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

  4. Evaluations

    AASC Steering Committee Quarterly Meetings include tri-partite representatives from COCA Associate/Contractor membership, COCA Owner/Users facility representatives, various bargaining unit representatives made up from the Southwestern Illinois Building & Construction Trades Council, and OSHA – with formal agendas covering topics such as: AASC utilization statistics, current initiatives, updates, etc. Input, feedback, and evaluations are propagated through this mechanism.

  5. Upcoming Milestones

    The following items represent major planned activities, products, and issues that the Alliance plans to work on during the next reporting period:

    • Continued aforementioned support and participation of Fall Stand Down events.
    • Continued aforementioned planning and coordination of the annual SIOSH/SAFETYCON Day event.
    • Continued aforementioned provision of OSHA guest speakers at AASC Certified Occupational Safety Specialist (COSS) and OSHA 30 hour classes.
    • Continued aforementioned development and distribution of an AASC Alliance newsletter.
    • AASC tri-partite committee to review applications and select organizations in both construction and general industry sectors to be awarded the Governor's Awards for Contributions in Safety and Health.
    • Develop an Alliance "Work Plan" in the first quarter of CY 2018.
    • Inclusion of an OSHA representative to the AASC's Education Committee in an advisory capacity.
    • Implementation of "Lunch and Learns" – informal meetings among COCA stakeholders facilitated through the AASC and OSHA to disseminate and discuss various health and safety topics.
    • Implementation of data driven feedback/evaluation mechanisms regarding Alliance generated products and services.
    • Afford opportunities for OSHA staff to attend International Powered Access Federation (IPAF) aerial equipment training classes.
