ALLIANCE BACKGROUND

Alliance Overview
The primary goal of the Alliance is to develop relationships with the electrical
contractors and the apprentice electricians through the Apprenticeship Training
Program held at the NECA training facility, located in Alsip, Illinois. The
initial
target area was the hazards associated with arc flash and arc blast.

IMPLEMENTATION TEAM MEETINGS
Implementation team meetings are conducted by conference calls and e-mails.
These meetings include various projects and Alliance activities. The last
meeting
was associated with the presentation on 7/31/08.

ACTIVITIES AND PRODUCTS
These report summaries are through the Alliance. The summaries include
activities prior to the official signing on February 1, 2008.
Alliance Activity
Primary activities conducted through the Alliance include a series of arc
blast / arc flash seminars, which were initiated during the finalization of
the Alliance. The seminars were given at the NECA facility, located in
Alsip, Illinois. The session dates for the seminars and the number of
attendees are listed in the table below.

Each session included a "Question and Answer" session between the
attendees
(contractors / union representatives and OSHA personnel).
In addition, on June 27, 2008, approximately 14 OSHA Compliance Officers were
given a brief tour of the apprenticeship school and attended training given
by school instructors on electrical installation and equipment such as
transformers, grounding and temporary wiring.
Alliance Products
No specific outreach products were developed through the Alliance, however,
the PowerPoint presentations used during the arc blast / arc flash
presentations
were provided to EJATT for use in other sessions.
- Results
This Allliance has been very successful in building a strong relationship
among OSHA, specific electrical contractors in the area and the union’s
training facility. When initiated, the Alliance focused on the emerging topic
of arc flash / arc blast and was successful in presenting information on the
subject. With the majority of local electrical apprentices receiving training
at the EJATT, the setting is ideal to continue the relationship with future
tradesmen. All parties involved are very pleased with the activities and
strong relationships developed to date.
- Upcoming Milestones
It is anticipated that the Alliance can be expanded to include additional
training for OSHA Compliance Officers on equipment available at the facility.
The training facility has an extensive system of sample circuits and panel
boards at which CSHOs can receive more background on associated hazards and
industry practices for service and maintenance. It is also hoped that future
Alliance activities can include OSHA presentations during the formal safety
training provided during the apprenticeship program.
