AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
REGION IX

AND
THE SHIPYARD WORKERS UNION;
INTERNATIONAL BROTHERHOOD OF BOILERMAKERS, SHIPBUILDERS, BLACKSMITHS, FORGERS AND HELPERS, AFL-CIO


The U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), San Diego Area Office (SDAO) and The Shipyard Workers Union in San Diego, California; International Brotherhood of Boilermakers, Shipbuilders, Blacksmiths, Forgers and Helpers, AFL-CIO (The Shipyard Workers Union), will hereinafter be referred to collectively as "the participants."

The participants recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. The participants hereby form an Alliance to provide the Shipyard Workers Union members (Union), OSHA personnel, and others in the shipbuilding and repair industry, with information, guidance, and access to training resources that will help protect employees' health and safety.

The participants recognize that OSHA's Alliance program provides for the establishment of cooperative relationships for purposes such as training and education, outreach and communication, and promoting a regional dialogue on workplace safety and health in shipyard industry.

Strategic performance goals are included in this Alliance designed to successfully impact worker safety and health. These goals will be achieved through the use of three specific strategies that will aim to provide union members with safety and health training, hazard recognition skills, knowledge of OSHA's policies and procedures, and the identification and correction of hazards at the worksite through regular internal safety surveys. Each strategy listed below provides goals to be employed to achieve the impact from this Alliance.

Strategy I: Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives

The participants will work together to achieve the following goals related to raising awareness of OSHA's rulemaking and enforcement initiatives:

The Participants will work together to achieve the following training and education goals:

Strategy III: Outreach and Communication

The Participants will work together to achieve the following outreach and communication goals:

An implementation team made up of representatives of each participant will develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, the participants intend to meet at least four times per year to track and share information on activities and results in achieving the goals of the Alliance.

OSHA's Alliances provide parties an opportunity to participate in a voluntary cooperative relationship with OSHA for purposes such as raising awareness of OSHA's rulemaking and enforcement initiatives, training and education, and outreach and communication. These Alliances have proved to be valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a party, OSHA is not endorsing or promoting, nor does it intend to endorse or promote, any of that party's products or services. Further, this agreement between the parties does not imply OSHA has any bearing, control, or enforcement rights between the Union's adherence to the terms of its responsibilities under its contract with the shipyard industry employer.

Nothing in this arrangement commits the participants to the expenditure of any funds.

This arrangement will remain in effect for two (2) years from the date of signing; either signatory may terminate it for any reason at any time, provided they give thirty (30) days written notice. This agreement may be modified at any time with the written concurrence of all signatories.
