Scaffold & Access Industry Association (SAIA)
(Formerly the Scaffold Industry Association, Inc.) (signed February 25, 2008; renewed June 29, 2011; renewed December 18, 2013)
Through the OSHA and SAIA Alliance, the organizations will provide SAIA members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by: 1) reducing and preventing fall and caught-in-between hazards; 2) addressing issues related to frame scaffold, mast climbing scaffold, suspended scaffold, and aerial lift equipment; and 3) understanding the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act).
Through the Alliance, the organizations will use relevant injury and illness data in selected industries to help identify areas of emphasis for Alliance awareness, outreach, and communication activities. The Alliance will also explore and implement selected options to evaluate the effectiveness of the Alliance and measure the impact of its overall effort on improving workplace safety for employers and workers. In renewing this Alliance, OSHA and SAIA recognize that OSHA's State Plan and On-site Consultation Project partners are an integral part of the OSHA national effort. Alliance's goals include:
Raising awareness of OSHA's rulemaking and enforcement initiatives
- To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.
- To convene or participate in forums, roundtable discussions, or stakeholder meetings on fall, caught-in-between, and other scaffolding related hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.
Outreach and communication
- To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the SAIA's Web sites) to employers and workers in the industry.
- To speak, exhibit, or appear at OSHA's or SAIA's conferences, local meetings, or other regional events.
- To share information among OSHA personnel and industry safety and health professionals regarding SAIA's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

- Aerial Work Platforms (AWP) Tip Sheets. Through the OSHA and Scaffold & Access Industry Association (SAIA) Alliance, SAIA developed tip sheets for AWPs which provide employees in the construction industry with information for a worksite inspection, a checklist for equipment inspection, the preparation for transport, required fall protection, and rescue plans. Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the ground under the mast climber is solid and secure and that it remains safe during erection or dismantling of the structure. - Mast Climbers Fundamentals of Safe Use-Tying to the Structure Fact Sheet (PDF). Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the method of tying the unit to the structure is properly planned and executed and that it remains safe during erection or dismantling of the structure. - Mast Climbing Work Platform Safety Tips English (PDF), Portuguese (PDF), Spanish (PDF). Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed "Mast Climbing Work Platform Safety Tips." The tips sheet addresses issues associated with the use of mast climbing work platforms such as fall hazards and stable erection. - Rolling Towers/Mobile Scaffold: Inspection, Maintenance, and Use Tip Sheet (PDF). Through the OSHA and Scaffold & Access Industry Association (SAIA) Alliance, SAIA developed a tip sheet for mobile/rolling tower scaffolding which provides employees in the construction industry with information for a worksite inspection along with a checklist for equipment inspection, maintenance and use.
