The purpose of this Instruction is to provide detailed guidance and policy for implementing competency-based training programs for OSHA Whistleblower Investigation personnel. This directive establishes new procedures for a three year approach to the training process and certification of staff, which is to be used as part of a program in conjunction with the State Plans investigation of whistleblower complaints under the State Plan equivalent to section 11(c) of the OSH Act.
