Content:- Assessment by a competent person before or at the initiation of
an operation -- so all appropriate control systems can be applied
- Basis:
- Exposure monitoring is feasible
- Observations, information, or calculations which indicate employee
exposure, including any previous monitoring
- "Negative Exposure Assessment" required to conclude that exposures are
likely to be consistently below the PELs
- Exposure above the PELs is assumed for Class I work until exposure
monitoring documents otherwise, or employer makes a "negative exposure
assessment"
